Chin is a registered sex offender due to a previous conviction for child pornography and was arrested after reporting to a San Francisco police station to register as required by his registration.

The investigation began in 2020, when Chin attempted to cross the border into the United States in Texas, but was arrested by ICE officers after discovering his sex offender status. They then searched his phone and found a photo of underage victim 1, according to court records.
